When teaching a child it is best to teach them in stages.  In doing so they do not become overwhelmed with learning.  In teaching they have milestones. This is a great fundamental situation.  When they reach the milestones they have mastered a portion of reading.  Having it this way keeps up there momentom and allows them to press forward knowing they have and will continue to work dilligently and master reading on a broader scale.
One of the first test items for learning to read is to learn the sounds of the alphabet.

The first step is to teach a child to identify there letters.

The second step is to teach them the process of what the letters sounds are.

Combing site and identifying their letters is the initially steps.

Once this has been accomplished they are not ready to identify, sound out, and begin to read.

When a child learnes the process in steps it allows them not to fill overwhelmed.  While learning to identify there letters in preschool and kindergarten it becomes an exciting new process.  As they advance in there school grades they take there basic lessons and combinded them in order to build a foundation.  Once this is done they begin more confident and reading flows from this process.
